Representative offices of foreign non-governmental organizations
A lot of foreign NGOs or third sector organizations carry their activities in Ukraine. Non-governmental organizations of other countries, international non-governmental organizations may operate within the territory of Ukraine only according to Ukrainian laws and international agreements ratified by the Supreme Rada of Ukraine. In order to legalize their activity in Ukraine these NGOs shall accredit their representative offices.
Accreditation of representative office of foreign NGO and cancellation of such accreditation
These NGOs should accredit their branch or representative office in Ukraine according to the Article 20 of the Law of Ukraine “On Public Associations” #4572-IV.
Article 20 of this Law envisages the order of accreditation of the representative office of foreign non-governmental organization.
It is conducted by the empowered body -- the Department for Legalization of Civil Society Unions, State Registration of Printed Mass Media and Information Agencies
Representative office of a foreign or international non-government organization does not receive the status of legal entity (para 1 of the Article 20 of the Law of Ukraine “On Public Associations”.
Required documents for accreditation:

application for accreditation according to the form approved by the Ministry of Justice.

copy of documents proving registration of the NGO in its country of origin
-
copies of by-laws (charter) of the foreign non-governmental organization;
-
decision of the authorized body of the foreign non-governmental organization on establishment of a representative office and appointment of a head of the organization.

charter or by-laws (two copies) of the representative office (if such documents are envisaged by charter or law)
-
power of attorney in the name of the head of the representative office of foreign NGO which should be issued in accordance with the laws of county of origin;
-
document proving the payment for accreditation (amounts 20 untaxed incomes or ~ 28 USD). This fee may be waived under international agreements of Ukraine ratified by the Supreme Rada.
All documents issued by foreign authorities shall be translated into Ukrainian and legalized (attested) in accordance with Ukrainian law and with the national law of the foreign NGO.
Application for accreditation of foreign representative office in Ukraine shall be examined within 20 business days from the date of lodging.
The authorized body (the Department for Legalization of Civil Society Unions, State Registration of Printed Mass Media and Information Agencies) shall take one of the decisions:

on accreditation of RO of the foreign NGO in Ukraine

on refusal of accreditation;

leave the application without consideration/
Usually, grounds for refusal of accreditation are:

Incompatibility of a charter (by-laws) with the legislation of Ukraine.

Information about each accredited unit will in the Register of public associations.
After accreditation you will receive:

certificate indicating accreditation according to form, approved by the Cabinet Misters of Ukraine;
-
charter (by-laws) of the representative office of the foreign international NGO with a notation on accreditation.
