Do you need to register a publication as a scientific journal? Do you already have a journal and need to bring it in line with the latest changes in legislation? How to do it?
In early 2018, Ukraine changed the rules for including journals in the List of Scientific Professional Publications. The relevant order was issued by the Ministry of Education and Science. This regulatory act defined the conditions for including publications in the list of scientific journals, as well as the need to monitor and classify existing periodicals.
Previously, the Higher Attestation Commission was in charge of including publications in the List, and now the Department of Personnel Attestation of the Ministry of Education and Science is in charge.

More about the service
Scientific journals usually publish the works of candidates for academic degrees and titles. According to the Order No. 35 of 15.01.2018, such periodicals are created for
- development of the national scientific potential, its integration into the world science;
- communication between scientists, exchange of research results;
- official recognition of scientific publications (obtaining degrees and titles; evaluation of the work of universities and research institutions, teachers and researchers; evaluation of works submitted for competitions for state funding or obtaining funds from local budgets).
Publication means the release of at least 50 copies of a printed edition or the placement of a work in electronic access free of charge and for a fee without the right to edit.
Types and requirements for specialized scientific journals
Category A. Publications included in one or both scientometric databases: Scopus, Web of Science Core Collection.
Category B. Periodicals that meet the following requirements:
- availability of ISSN (for publications) and DOI (for scientific papers) identifiers;
- a certificate of media registration;
- distribution area - all of Ukraine or Ukraine and foreign countries;
- a website with interfaces in Ukrainian and English. The web resource should contain information on the policy of the publication, the procedure for reviewing materials; requirements for the design of papers; full text of articles or terms of paid subscription; annotations in Ukrainian or English;
- placement on the platform "Scientific Periodicals of Ukraine" in the Vernadsky Library;
- at least seven scientists in the relevant field in the editorial board;
- review of materials;
- inclusion in foreign scientometric databases.
Category B. Journals that were included in the List on the day of its approval, as well as those excluded from categories A and B. Such publications must obtain one of the two previous categories within two years.
Documents to be submitted to obtain category B
- A completed application form - in paper or electronic form.
- An application on an official letterhead signed by the head of the company.
- A copy of the certificate of registration of the print media / an extract from the order of the founder on the opening of an electronic scientific publication.
- A document on mandatory mailing.
- The last two issues of the journal with copies of reviews.
