The procedure for obtaining a license for the supply of electricity consists of the following stages:

• development, preparation and approval of the documentation necessary for issuing a license;
• submission of a package of documents to the National Commission for State Regulation in the Energy Sector;
• accompanying the consideration of documents;
• receiving the document.

To obtain a license for the supply of gas and electricity, the following documents are required:

To obtain a license for electricity:

• certificate of state registration of a business entity;
• certificate of entry into EDRPOU;
• certificate on the volumes of supplies of natural gas, gas (methane) of coal deposits, signed by the head of the business entity;
• the balance sheet of the enterprise as of the last reporting date signed by the head of the business entity, sealed;
• a document confirming the existence of a subscriber base of natural gas consumers agreed with the gas distribution (gas transmission) enterprise, which must contain a list of consumers, their addresses, consumption volume, gas metering units, their type and accuracy class;

 information signed by the applicant - a business entity of electricity:

• availability of a material and technical base used to carry out the corresponding type of economic activity;
• the educational and qualification level of employees required to carry out the relevant type of economic activity.

To obtain a license for the supply of electricity at a regulated tariff:

• a document on payment of payment for the issuance (renewal) of a license;
• charter;
• description of the declared (annual volume of own electricity consumption by voltage levels, description of the electricity metering system, including hourly, description of the structure of the dispatch control body);
• calculation of tariffs for the supply of electricity;
• description of the assigned territory.

To obtain a license for the supply of electricity at an unregulated tariff:

• a document on payment of payment for the issuance (renewal) of a license;
• charter;
• description of the declared activity;
• document confirming the Ratio of sufficiency of own assets of business entities;
• certificate of the presence of sub-consumers and the volume of annual consumption of electric energy by the main consumers and sub-consumers.

To obtain a license for the wholesale supply of electricity at an unregulated tariff:

• a document on payment of payment for the issuance (renewal) of a license;
• charter;
• a description of the claimed case;
• document confirming the Ratio of sufficiency of own assets of business entities;
• a description of the declared case (including a list of cogeneration plants owned by the applicant, a description of the electricity and heat energy metering system);
• permission to perform work of increased danger and operation (use) of machines, mechanisms, equipment of increased danger;
• document confirming ownership of cogeneration plants.
