I am interested in obtaining permanent residence in Ukraine. I started collecting the documents I needed before the war. The attorney I was working with in Kyiv is no longer active. My cousins live in Volochysk, and I would like to relocate closer to them. I assume if that will be my residence, the request for permanent residence would have to be made in Khmelnytskiy. Do you work in that region?
I am Ukrainian on my father’s side. I have my grandfather’s certified birth records from the archive in Khmelnytskiy. I am an American citizen and have my passport, birth certificate, my father’s birth certificate and my grandparents’ marriage license. The documents are all apostilled (Commonwealth of Massachusetts). My US passport needs to be translated into Ukrainian. I’m not sure if the other documents need to be.
Currently, I live in Tbilisi, Georgia. I believe I would need to come to Ukraine to submit the application in person. Are the courts working? Is this something I could schedule for the summer? I realize, I would need to fly to Poland and cross the border by train. I would prefer to start the process rather than continuing to delay it.
Looking forward to hearing from you.

Hello Lara. Your Ukrainian ancestry may give you grounds for an immigration permit outside the quota: the Law of Ukraine "On Immigration" covers persons entitled to citizenship by territorial origin, and your grandfather's archive records help prove it. The application is handled by the State Migration Service; courts are not part of this procedure. If Georgia is your country of permanent residence, you can apply through the Embassy of Ukraine in Tbilisi; while staying in Ukraine legally, you can also apply to the State Migration Service there. Once the permit is granted, you receive the permanent residence card at the migration office for your place of residence, for example in Khmelnytskyi region. All foreign documents, including apostilled ones, need a certified Ukrainian translation. We can review your documents remotely and prepare the file. Please contact us by phone or via the form on the website.
