Today, it is almost impossible to imagine document management without a seal. As long as paper versions of documents exist, its presence as a proof of their authenticity is specifically stated in legal acts of various levels - from the Civil and Commercial Codes of Ukraine to letters of recommendation from the Cabinet of Ministers and subordinate structures.
A seal or stamp is a hand-held tool made of various materials that can serve as a clear record of an event or confirm the authenticity of certain information contained in a document. Seals and stamps provide official status to any legal entity, regardless of ownership and specialization.
Currently, the requirement to have a seal is only imposed on companies and individuals engaged in individual practice (notaries, lawyers, doctors, experts, insolvency officers and some others). There are no strict requirements for individual entrepreneurs. Although a sole proprietor has the right to choose whether to work with or without a seal, depending on the specifics of the business, if he or she is to be registered as a VAT payer, he or she will necessarily need a seal to issue tax invoices.
Previously, in order to manufacture a seal, a special permit had to be obtained from the seal issuance department of the local police department at the place of registration, as the Procedure for Issuing Permits for Issuing Orders for the Manufacture of Seals and Stamps, approved by Order No. 17 of the Ministry of Internal Affairs of Ukraine dated 11.01.1999, was in effect. As of February 21, 2011, the issuance of permits for the manufacture of seals and control by the Ministry of Internal Affairs was terminated, according to the Cabinet of Ministers Resolution No. 1216 "On Amendments to the Regulation on the Permit System". Undoubtedly, this relaxation is intended to save time and money for entrepreneurs, but since the permit system no longer controls the opening and operation of stamp and engraving workshops, the number of offenses in this area has increased. Be careful: recently, the number of cases of seal forgery has increased significantly, be sure to use security features in your seals. Today, it is the responsibility of the head of the company to confirm the legality of the seal, so you should contact only reliable and legal companies for their production.
Seals can be different - in appearance (round, rectangular, square, triangular, etc.), security levels, complexity and material.
A facsimile is a reproduction of a signature by means of mechanical or other copying, an electronic digital signature or other analog of a handwritten signature, and is indispensable when you need to visualize a large number of documents with the personal signature of the first persons. It is allowed to be used in cases established by law, other acts of civil law, or by written consent of the parties, which must contain samples of the relevant analog of their handwritten signatures, i.e. it cannot be used to certify orders, settlement and other documents that are not contracts.
What do you need to provide to us to get a seal?
- determine the type, degree of protection (equipment) and number of seals (the company may have only one copy of the seal, if this is not enough, additional seals may be made on the basis of an internal order - No. 1, No. 2, etc;)
- send a copy of the statement or provide an identification code,
- by which we will take all the necessary information from the EDRPOU;
- provide textual information;
- stamp sizes or signature samples on a blank sheet with a black gel pen - for facsimile.
To produce seals for a doctor, lawyer, notary, registrar, engineer, architect, etc., a document authorizing them to engage in this type of activity is required. To make a lawyer's seal, you also need a certificate of assignment of an identification number (it is indicated on the seal).
A passport or power of attorney is required to obtain the finished seal.
Types of seals:
- sole proprietor seal - diameter 38-40 mm;
- LLC seal - 40 mm in diameter.
Attorney's seal - the full name and number of the attorney's license shall be indicated. The seal gives the lawyer not only an image and status, but also certifies his or her authority to perform procedural actions.
The doctor's seal is 20-25 mm in diameter, but after the abolition of the Order of the Ministry of Internal Affairs No. 17, both 30 and 40 mm options appeared, especially in Kyiv. The seal is not just an attribute of authority and individuality - it is mandatory to put it on reports on work performed and medicines expenditure.
Seal of a private notary - the Ministry of Justice has approved a new sample of the seal and its description, the previous order of the Ministry of Justice dated 25.01.1999 has been canceled. The new sample does not contain the signature "Ukraine" under the state emblem, and the notarial certificate number is not indicated on the side.
The seal of the state registrar - Order of the Ministry of Justice No. 1733/5 of November 23, 2012 "On Approval of the Sample and Description of the Seal of the State Registrar of Rights to Real Estate" obliges them to work with a seal from January 1, 2013.
The stamp of an expert, design engineer, technical supervision engineer, architect - in accordance with the Order of the Ministry of Regional Development, Construction and Housing and Communal Services No. 95 dated 25.06.2011, contains the name of the person, as well as the number of the qualification certificate and registration number.
Seal of the insolvency receiver (property manager, rehabilitation manager, liquidator) - 45 mm in diameter, contains the full name.
The seal of a forensic expert - 45 mm in diameter, in accordance with clause 4.15 of the Instruction on the appointment and conduct of forensic examinations, approved by the order of the Ministry of Justice of 08.10.1998 No. 53/5, if the forensic expert is not an employee of a state specialized institution and works on a professional basis independently, he is obliged to certify the conclusion with his signature and seal with an identification number

To extend the service life of seals, it is advisable to use chopped font when making them. If you lose your seal or if the old seal has become unusable, you should send us a scanned print of it. With a copy accuracy of up to 98%, the seal can be restored. All security features are preserved. It is almost impossible to distinguish a new seal from the old one without an expert examination. Today, in the process of manufacturing seals and stamps, modern laser technologies are actively used, which makes it possible to take into account individual customer requests as much as possible and significantly increases the level of protection.
The receipt of finished seals and stamps is recorded in the registration book. Copies of documents are stored in a special archive. All activities are carried out legally and with high-quality equipment. At the enterprise, the destruction of seals is carried out in accordance with an internal act, in the presence of the head, chief accountant and the person responsible for the use and storage of seals.
