    Starting from January 1, 2016, no certificate of ownership of a house or apartment is issued in Ukraine when registering real estate. However, it is mandatory that ownership rights are registered in the State Register of Property Rights, indicating the basis for their occurrence. An extract from this Register is used in real estate transactions.

    How to register ownership of an unfinished building?

    A document authorizing construction work
    A technical passport issued by the BTI. To obtain it, you need to have an expert visit the site, take measurements, and conduct a technical inspection
    Documents for the land plot, even if the title to it has not yet been formalized

    Original documents are submitted to the registrar, who makes copies of them.

    To register the ownership of a residential building whose construction has already been completed, a notary or state registrar must be provided with the following documents

    • Technical passport
    • Declaration of readiness for operation. Issued by the architectural and construction control authorities upon completion of construction work. It is provided in two copies, one of which is returned to the customer after registration
    • Document on assignment of a postal address. Issued by local authorities

    What documents are required to register ownership of a house built without a building permit?

    In order to register a real estate object built or reconstructed without a construction permit, a technical inspection of such an object and commissioning with the issuance of a relevant document are required.

    In addition to the title documents for the house, an application, passport and identification code, and a receipt for payment of the administrative fee must be submitted to the notary or registrar.

    After registration of a residential building, its owner receives an extract from the State Register of Property Rights.
