UKRSEPRO certification

Today, we hear more and more often from the media about the non-compliance of certain products with international standards, and even if we leave aside the far-fetchedness and politicization of this issue in light of the relations between Ukraine and Russia, which have now become particularly acute, the objectivity of its importance is obvious. When we buy products, we want to be sure not only of their quality - "here" and "now" - but also that the production of such products does not disturb the ecological balance, does not contradict health standards, etc. In the context of economic globalization, it is not difficult to track down such "offending" producers, but the other thing is that the illegality of certain types of business and goods is, unfortunately, "implied" in our country.

Certification can be of two types: mandatory and voluntary

Importation into the customs territory of products subject to mandatory certification is carried out in accordance with the "Procedure for Customs Clearance of Imported Goods (Products) Subject to Mandatory Certification in Ukraine" approved by the Cabinet of Ministers of Ukraine dated 14.05.2008 No. 446. The Order "On Approval of the List of Products Subject to Mandatory Certification in Ukraine", registered by the Ministry of Justice on May 4, 2005, No. 666/10746. No. 466/10746, lists petroleum products, goods for household needs and products for industrial and technical purposes: tools, abrasives, industrial metal products, non-ferrous metal products and products of the electrode and carbide industry, inorganic chemical products: raw materials, fertilizers, polymers, chemical fibers, rubbers, paints and varnishes, semi-finished products, film, photo and magnetic materials and household chemicals, organic synthesis products, synthetic dyes, etc.

As follows from the list, such goods may directly threaten the safety of the population and the environment if they are manufactured in violation of certain standards, so when they are imported to the Ukrainian market from abroad, a Safety Certificate is required for customs clearance.

With the countries of the former Soviet Union (Russia, Belarus, Uzbekistan, Armenia, Kyrgyzstan, Georgia, Azerbaijan, Kazakhstan, Turkmenistan, Moldova, Tajikistan) Ukraine has bilateral intergovernmental agreements on mutual recognition of certification results. Recognition of certificates of conformity issued by these countries is carried out only for products manufactured in that country. The UkrSEPRO system does not provide for the possibility of recognizing certificates issued, for example, in Russia, for products manufactured in Europe.

However, even if your products are not included in the list of mandatory products for certification, having a certificate can significantly increase their rating and competitiveness. Voluntary certification of products is carried out in accordance with the procedure established by an agreement between the applicant (manufacturer, supplier) and the certification body, which in Ukraine is the State Committee of Ukraine for Technical Regulation and Consumer Policy (formerly the State Standard).

You just need to decide on the indicators by which you want to confirm the compliance of your products with the requirements of the standards, and we will prepare a package of documents for certification.

The certification body and the testing laboratory carry out a competent assessment of its conformity, and if the result is positive, you will receive registration in the UkrSEPRO Certification System Register and a corresponding certificate on a special form with a hologram and other degrees of protection - an analogue of the internationally recognized ISO 9000 series certificate.

Naturally, an enterprise that intends to certify the production of products in the UkrSEPRO System must provide a full set of technical documentation for the products and their production (including regulatory, design and technological documentation, data on the composition of the products), depending on their individual characteristics.

In order to obtain the UkrSEPRO Certificate, you must provide:

• documents on registration of your company;
• application for certification;
• a contract with specifications;
• detailed product description / shipping documents;
• sanitary and epidemiological conclusion;
• product safety/quality document;
• regulatory or technical documentation for products;
• passport and/or instruction manual;
• a lease agreement for production facilities or a document confirming the ownership of the facilities;
• copies of previously issued certificates of conformity, test reports (if any);
• a power of attorney for our employees.

The procedure for product certification includes:

• submission of an application for product certification to the certification body;
• submission of documentation for certification attached to the application;
• consideration of the application by the certification body and analysis of the documentation;
• making a decision on the application;
• for certification of products manufactured in series: inspection or certification of production) / or certification (assessment) of the quality management system;
• selection and identification of product samples for certification tests;
• Conducting certification tests of product samples;
• analysis of the results and decision-making on the possibility of issuing a certificate of conformity;
• entering certified products into the UkrSEPRO System register, issuing a certificate of conformity, concluding a license agreement;
• technical supervision of certified products.

By obtaining the UkrSEPRO Certificate, you will definitely increase the competitiveness of your products, provide yourself with advantages when participating in tenders, and be able to declare yourself as a reliable manufacturer. Of course, obtaining a certificate, like any important document, requires a huge number of documents and the ability to "wade" through the bowels of organizations that can issue them "with the least resistance".
